Minutes of the meeting of Langworth Group Parish Council held at Langworth Memorial Hall at 7.30pm on Tuesday 7th March 2023.
 
Present:  Cllrs M Herbert (Chairman), H Stilgoe-McCombe, A Curtis, R Waite, A Hyatt (arrived at 7.35pm), K Tyrrell, C/Cllr I Fleetwood, D/Cllr A Welburn, Mrs M Vail (Clerk).  
No members of the public were in attendance. 
Meeting began at 7.34pm
 
 
1. Public Forum: No members of the public were in attendance.
 
2. Apologies: Cllr J Machin, Cllr P Bowser, Cllr S Taylor.
 
3. Declarations of Interest: None received.
 
4. To approve the minutes of the meeting held on 7th February 2023:
It was RESOLVED to approve the minutes of the meeting held on 7th February 2023 as a true record, and these were duly signed. Action: Clerk.
Proposed: Cllr K Tyrrell, seconded: Cllr H Stilgoe-McCombe.  All in favour.
 
5. To review the Action Log including:  
i. Future use of snowblower
Many actions have been completed, and those remaining outstanding are all in progress. 
Additional updates were given as follows:
o Neighbourhood Plan – an advert has been prepared. 
Action: Cllr A Hyatt to provide Clerk with advert. 
Action: Clerk to circulate advert to all.  Item for next agenda.
o New Station – there has been some recent low key tidying up of the site by the owner.
o Coronation – The George pub has advised that they are considering a ‘low key’ celebration.
o Snowblower – Consideration was given both to background information on the snowblower and its previous usage (as provided by a resident); as well as to concerns raised in respect of its future use.  It was then RESOLVED to advertise the snowblower for sale and to approve the Clerk to action this immediately. 
Action: Clerk.

6. Comments from County Councillor, District Councillors and Chairman including:
D/Cllr A Welburn:
o The March 2022 report has been circulated.
C/Cllr I Fleetwood:
o Speed data has been downloaded off the SIDs. Some data has been forwarded to the Clerk who has circulated it to all.  Software can be downloaded if any councillor is interested in viewing the full data; and the Clerk should be approached about this in the first instance.
Chairman:
o Nomination forms for the May 2023 elections will be filled in at the end of this meeting; and the Chairman will hand deliver these to WLDC.
 
7. Highways: 
a) Village planters – one resident has offered to maintain the Barlings Lane planter.  Matters are still in progress in respect of the planters near to the railway crossing and Knights of Langworth.  
Action: Cllr M Herbert, Cllr H Stilgoe-McCombe, Cllr R Waite.
b) Grass cutting quotes for 2023 season:
It was confirmed that the preferred company (as indicated at the previous meeting) would not maintain the village planters. A proposal by Cllr H Stilgoe-McCombe to accept the lowest quote was not seconded, therefore was not voted on.
It was then RESOLVED to appoint Glendale as the grass cutting contractor for 2023. Action: Clerk.
Proposed: Cllr R Waite, seconded: Cllr A Hyatt; with 4 in favour. 
 
8. Correspondence: None received.
 
9. Planning:

RESOLVED that there are no comments. Action: Clerk.
Proposed:  Cllr K Tyrrell, seconded: Cllr A Hyatt.  All in favour.
b) 146285: erect 1no. replacement dwelling: LOCATION: Lindum Cottage 11 Main Road Langworth LN3 5BJ:
RESOLVED that there are no comments. Action: Clerk.
Proposed:  Cllr A Curtis, seconded: Cllr A Hyatt.  All in favour.
c) 144197: change of use of existing field to domestic use to grow seasonal fruit and vegetables.
LOCATION: Land rear of 3 Walmsgate Barlings Lane Langworth, Lincoln LN3 5DF
PLANNING INSPECTORATE APPEAL REF: APP/N2535/W/22/3309560, start date: 20 February 2023:
Noted.  The outcome of this appeal is awaited.
