Minutes of the Meeting of Langworth Group Parish Council held at 

Langworth Memorial Hall at 7.30pm on Tuesday 4th February 2025 

 

Present:  Cllrs M Herbert (Chairman), A Curtis, R Waite, H Stilgoe-McCombe, S. Taylor, A Hyatt, Mr A.Everard (Locum Clerk), D/Cllr M Palmer.  

There were no members of the public.

 

Meeting began at 7.31pm

 

1. Public Forum: No members of the public were present.

 

2. Apologies: Cllrs P Bowser, K Tyrrell, J Jarvis and C/Cllr I Fleetwood, D/Cllr T Bridgwood.

 

3. Declarations of Interest: None.

 

4. To approve the minutes of the meeting held on 7th January 2025:

RESOLVED to approve the minutes of the meeting held on 7th January 2025 as a true record, and these were duly signed.  Proposed: Cllr S Taylor, seconded: Cllr R.Waite.  All in favour.

 

5. Comments from County Councillor, District Councillors and Chairman:

D/Cllr M Palmer:

  • She had attended the recent five-year anniversary of the Lea Fields Crematorium run by West Lindsey District Council.  The metal recycling scheme had raised £85,000 and £12,000 of that had been donated to the Air Ambulance campaign.
  • West Lindsey District Council’s operational services team have been named the ‘Best Performer’ in Refuse Collection for the third successive year. The Council retained its title in the highly regarded Association for Public Service Excellence (APSE) Performance Networks Annual Awards. Over 300 authorities benchmark their performance data each year.

Chairman:

  • Reported on the health of the Clerk and wished her a strong recovery and that LALC was providing a Locum Clerk to produce the minutes and would assist with advice when required.
  • Wall and Lychgate quotations are being sought for repairs.  Funds may need to be sought to cover the cost.  It is believed at this stage that it is not listed. Details will be added to the Langworth newsletter.
  • One of the candidates for the new Mayor of Lincolnshire role had visited the village and was escorted around by Cllr H Stilgoe-McCombe to demonstrate impact of flooding.  Any other candidates interested in visiting were welcome.

6. Clerk’s report:

In the absence of the substantive Clerk it was not possible to provide the usual updates at this meeting but the Chair was working on getting access to the financial information, website and email access soon.  

7. Correspondence 

None to report due to the limited access to emails during the Clerk’s absence.

8. Emergency Response Plan

The Plan has been submitted.  Heard nothing back yet.  There was a poor response when the Chairman had tried to contact the Duty Officer about the rising water levels in January so a meeting with the County’s Community Resilience Team was being planned to discuss this.

9. Play Area Update

The Chairman reported that further enquiries were still underway and this item would be deferred until next month. 

10. Langworth Group Parish Council Precept

The Council had increased the budget and precept by 3% as agreed at the 5th November 2024 meeting in Minute 7c £33,726.32 and the Chairman confirmed that the Precept Form was submitted to West Lindsey District Council in January by the deadline.

11. Date of Next Langworth Group Parish Council Meeting

Tuesday 4th March 2025, 7.30pm at Langworth Memorial Hall.
