Draft Minutes of the Meeting of Langworth Group Parish Council held at 
Langworth Memorial Hall at 7.30pm on Tuesday 7th July 2025 
 
Present:  Cllrs M Herbert (Chairman), R Waite, H Stilgoe-McCombe, A Hyatt, J.Jarvis, K. Tyrrell, S.Taylor. Mr A.Everard (Locum Clerk).  
Not present: Cllrs P. Bowser, A.Curtis.
There were no members of the public present.
 
Meeting began at 7.30pm
Also in attendance: District Cllr M.Palmer.
1. Open session: 
o There being no members of public present this item was not opened. 
2. Apologies:
o Apologies were received from Cllrs P. Bowser and A.Curtis.  It was RESOLVED to approve.
3. Declarations of Interest:
o None declared.
4. Approval of Minutes: 6th May 2025 and 3rd June 2025
o Subject to name spellings being checked and correction to apologies it was RESOLVED to adopt both sets of minutes for the Chair to sign. 
5. Comments from County Councillor, District Council and Chairman:
o C/Cllr unable to be present.
o D/Cllr Palmer said that WLDC Lea Fields Crematorium had entered into a partnership with Lincolnshire County Council Adult Care to recycle floral tributes into sustainable, hand-crafted confetti.
o WLDC Shared Prosperity Fund is available again. 
o WLDC Chief Executive retired last week and a new one due to start soon. 
o Chairman
o The Chair reported about Barlings Lane Junction –hedge has been cut back.  Further enquiries revealed that although there is a high number of road traffic accidents many were not reported to LCC/Lincolnshire Police meaning it was not identified as high risk for accidents.  He requested residents and councillors to report road traffic accidents when they occur.  
       6. Clerks Report
a) To receive the financial report for June 2025: as previously circulated
o Proposed Cllr K.Tyrrell, seconded Cllr H Stilgoe-McCombe and unanimously RESOLVED to accept.
7. Correspondence
The following correspondence had been circulated ahead of the meeting: Water Management; LCC Town & Parish Newsletter; Mickleholme & Newball Wood (Forestry England); Policing Team Newsletter .   There were no comments raised.  
8. Planning 
o 8 Scothern lane Langworth – Extensions and alterations. Comments included that it was felt to be in the wrong location with bedrooms on the ground floor.  Proposed Cllr Tyrrell, seconded Cllr Taylor RESOLVED that Parish Council was not in favour. 
9. Emergency Response Plan 
o Cllr Stilgoe-McCombe will submit to the Emergency Response Team and await further advice and instruction from them including when a local desktop exercise will be conducted. 
10. Play Area    
o Verbal update provided. Volunteer Policy in place so tree work can commence. Signs being obtained. Larger grant claims can be looked into. It was proposed Cllr Hyatt, seconded Cllr Taylor and RESOLVED to remove the bench. It was proposed Cllr Jarvis, seconded Cllr Tyrrell RESOLVED to approve £200 on the fence repairs. 
11. The Lychgate on Barlings Lane    
o Repair using £1000 funds from the Parish Council to spend on roof and the PCC has secured anonymous donations for the repairs to the wooden structures expected to commence by beginning of September.  A vote of thanks was approved for the work put into this by Cllr Bowser.
