Draft Minutes of the Meeting of Langworth Group Parish Council held at 

Langworth Memorial Hall at 7.30pm on Tuesday 7 April 2026                                                                               

Present:  Cllrs M Herbert (Chairman), P Bowser, A Curtis, R Waite, K Tyrrell, J Jarvis, S Taylor, A Hyatt, Mrs M Vail (Clerk), C/Cllr & D/Cllr T Bridgwood, D/Cllr M Palmer.  There was one member of the public.

Meeting began at 7.30pm                                          

 

1. Open session: No public representation. 

 

2. Apologies: None.

 

3. Declarations of Interest: None.

 

4. To approve the minutes of the meeting held on 3 March 2026:

             RESOLVED to approve the minutes of the meeting held on 3 March 2026 as a true record, and these

             were duly signed. Action: Clerk. 

             Proposed: Cllr A Hyatt, seconded: Cllr K Tyrrell.  In favour, with one abstention. 

 

5. Comments from County Councillor, District Councillors and Chairman:

C/Cllr Bridgwood:

* No new updates on Highways matters.

* A multi-organisation meeting is to take place on 14th April, 2026 at Langworth Memorial Hall regarding flooding matters.  Cllr K Tyrrell will contact the organiser for further details including whether the public are invited.  Action:  Cllr K Tyrrell

* RAF Scampton: WLDC s bid has been accepted to the next stage of submitting a business plan.

D/Cllr M Palmer:

* Food waste collections appear to have been positively received. Noted, though, that some local residents  bins had not been emptied.

* The annual Church Festival will run over two weekends in May.

* The National Planning Framework is out for consultation (includes a proposal that no buildings be allowed outside a settlement boundary unless there be exceptional circumstances).

* WLDC is awaiting the results of a Peer Challenge

Chairman:

* Has met with Lincs Road Safety Partnership to assess and agree sites (marked in orange spray paint) for the Speed Indicator Devices. Action: Cllrs to review and feedback on these sites. The speed indicator devices are to be delivered soon, and the poles will be installed by LCC within approx. 3 months. 

* Emergency plan: awaiting to do a clustering exercise as a desktop exercise.

* Will be meeting ACIS with Cllr A Hyatt to discuss hedge encroachment onto pavements.

 

6. Review Action Log:

The Action Log was reviewed.  Updates to be given under the relevant agenda items. In addition:

* New Station: has deteriorated further.  The site is now up for sale. Despite efforts over the years, LGPC has been unsuccessful in getting anybody to take action to improve the site.  

* New benches: Cllr J Jarvis has possession of these and will install them in the next 2 months at the play area, cemetery, and Memorial Hall bus stop.

 

7. Clerks Report

i. Note Financial report: 

RESOLVED to approve the financial report. Action: Clerk 

Proposed: Cllr K Tyrrell, seconded: Cllr S Taylor.  All in favour

ii. Note external auditor has chosen LGPC as part of its annual 5% random sample for intermediate review:

Noted. LGPC usually undergoes a Basic Review, and the Clerk explained the additional documentation which the external auditor will require for this intermediate review.

iii. LCC Parish grass cutting plans for review and acceptance, and approve signing of agreement letter once this is received:

Concerns were expressed with the letter, and the potential implications of signing of it. The LCC maps were considered to be not fit for purpose.

 

 

RESOLVED to:

a) Send letter to grass cutting contractor and ask if they could meet LCC s requirements

b) Decline LCC s maps

Action: Clerk

Proposed: Cllr M Herbert, seconded: Cllr A Hyatt.  All in favour.

 

iv. Consider request from Witham Valley Access Group (WVAG) that LGPC pays for Memorial Hall hire, and potentially hosts, the WVAG public meeting in November:

The WVAG aims to improve local cycle and footpath links. It rotates its annual meetings around the local villages.  

RESOLVED to approve  45.00 for 3 hours  hire of the Memorial Hall for the WVAG to hold its public meeting in November.  Action:  Cllr A Hyatt

Proposed: Cllr A Hyatt, seconded: Cllr P Bowser.  Majority in favour. Three abstentions. 

 

8. Speed cameras   

Cllr M Herbert to purchase padlocks and jubilee clips (including a replacement padlock for one existing speed camera) as expenditure has already been approved.  Action: Cllr M Herbert.  Archer Survey Results have been received from LRSP.

RESOLVED to use CIL monies towards the purchase of the speed indicator devices.

Proposed: Cllr M Herbert, seconded: Cllr A Hyatt.  All in favour.   

         

9. Correspondence:

To note only: The following two items were noted as received:

i. Resident flood report

ii. Dredging and desilting information from the Environment Agency 

Action may be needed:

i. LCC Bus shelter grant scheme:

All existing shelters appear in good order. Action: Clerk to obtain costings of new shelters.

ii. Resident suggestion to report to the Environment Agency that raw sewage was pumped from Scothern Lane into the water course:

Noted.  Action: Cllr M Herbert to speak with resident.

                          

10. Planning: Nothing to report.

 

11. Emergency Plan update: No update available.

 

12. Play Area:

i. Update on grant applications: Applications are being put together.

ii. Bench update: given under item 6 above.

iii. Planned work: in hand.

 

13. Communication with residents without Langworth Local: 

Item moved into closed session.

 

14. Date of the next meeting: Tuesday 5th May 2026:

             Annual Parish Meeting   7.00pm      Annual Meeting of the Parish Council   7.30pm  

 

15. Resolve to move into closed session: following item contains information of a personal or sensitive nature:

RESOLVED to move into Closed Session. Members of the public left at 8.43pm.

 

16. Communication with residents without Langworth Local:

Consideration was given to the use of Facebook.  Item carried over to May meeting.

 

17. Consider any applications for the vacancy of Parish Councillor (Barlings Parish):

No applications have been received. Consideration was given as to possible candidates.
