Draft Minutes of the Meeting of Langworth Group Parish Council held at Langworth Memorial Hall at 7.30pm on Tuesday 3 February 2026
NOTE: These are draft notes only and subject to final approval at the March 2026 meeting, therefore may be subject to change.
Present: Cllrs M Herbert (Chairman), P Bowser, A Curtis, R Waite, K Tyrrell, S Taylor, A Hyatt, Mrs M Vail (Clerk), C/Cllr & D/Cllr T Bridgwood.
There was one member of the public.
Meeting began at 7.33pm
1. Open session: No public representation.
2. Apologies: Cllr J Jarvis, D/Cllr M Palmer
3. Declarations of Interest: None.
4. To approve the minutes of the meeting held on 6 January 2026:
With one abstention, RESOLVED to approve the minutes of the meeting held on 6 January 2026
as a true record, and these were duly signed. Action: Clerk.
Proposed: Cllr A Hyatt, seconded: Cllr R Waite. All in favour.
5. Comments from County Councillor, District Councillors and Chairman:
Cllr Bridgwood:
* Provided an update on the RAF Scampton site.
* LCC will be considering a 2.99% budgetary increase on 20th February 2026, of which 2% is dictated by Adult & Social Care needs.
* Witham Third Drainage Board met on 18th January 2026. A vacant seat for Langworth exists. The landholding requirement to apply is for 4 hectares or more.
* The Environment Agency is issuing regular bulletins which Cllr Bridgwood will forward to the Clerk for onward circulation.
Item 10iii was then reported on at this point in the meeting:
Local Government Reorganisation: Briefing Session for West Lindsey Parish & Town Councils:
Attended by the Clerk and Cllr A Hyatt, this online event summarised: 1) proceedings up to this point in time, 2) the various proposals submitted, and 3) an anticipated timeline for an imminent public consultation; elections in 2027; and the new unitarian authority coming to power in 2028.
Chairman: No matters to report.
6. Review Action Log:
The Action Log was reviewed. Updates were given as follows:
Neighbourhood Plan: put on hold until interested residents step forward to help develop a Plan.
Cllr A Hyatt can help when future interest is shown.
New Station: the site is now up for sale.
Emergency Plan: work is ongoing.
7. Clerks Report
i. Note Financial report:
RESOLVED to approve the financial report. Action: Clerk

ii. Update on email changeover to Gov.uk domain/addresses:
The new Gov.uk domain and email addresses have been set up. The new parish council email address is about to go live, and this ensures that LGPC will be compliant with new Audit requirements from April 2026. Councillors have the option to set up their new Gov.uk email addresses immediately or defer until a later date, and they advised the meeting of their preferences.
iii. Parish champions list issued as reminder of duties:
The list was reviewed and updated.
8. Note resignation of Cllr H Stilgoe-McCombe:
Cllr H Stilgoe-McCombe s resignation was noted.
Standing Orders were suspended at 7.58pm to ask if anybody could suggest potential candidates to the councillor vacancy, then Standing Orders resumed at 8.02pm.
i. Langworth Local s Editor has advertised for a new editor:
The Editor s advert was noted. It was not known if any interest in the position has been shown.
ii. How to get information out to residents whilst Langworth Local is between Editors:
Leaflet drops, mailshots and use of Facebook were all suggested, but no clear plan suggested itself. Action: Cllr K Tyrrell to approach Memorial Hall Committee.
iii. Community Speed Watch will require a new coordinator:
The need to communicate with residents was noted. The CSW equipment has been passed to the Chairman. Action: Clerk to update Asset Register.
9. Speed cameras Stainton by Langworth and Barlings:
Noted that monies are available to purchase these. The four suggested areas are: Stainton Lane, Barlings Lane, Station Road towards the level crossing, and Scothern Lane. The exact locations within these four areas are subject to approval by Lincs Road Safety Partnership. The purchase of four posts will allow for the cameras to be rotated between locations.
RESOLVED to obtain a quote for consideration at the March 2026 meeting for: 2 x speed cameras, 4 posts, associated signage, and incidentals (padlocks, brackets). Action: Clerk

10. Correspondence:
TO NOTE ONLY:
i. WLDC Food waste collections: Noted.
ii. Police updates inc moving back to Lincs Alert: Noted.
iii. Local Government Reorganisation: Briefing Session for West Lindsey Parish & Town Councils: Noted, and reported on under Cllr Bridgwood s report, above.
ACTION REQUIRED:
i. LCC: National Highways & Transport (NHT) Survey: deadline 28th Feb:
Local Parish and Town Councillors are being asked to complete this survey due to their local knowledge.
11. Planning: Nothing to report or consider.
12. Emergency Plan update:
The Chairman gave an update following the recent virtual meeting run by Project Groundwater (regarding the early alert warning system sensors on the main waterway), which he and Cllr J Jarvis had attended. Since this virtual meeting, the Chairman had written to 70 residents in respect of them signing up to this alert system, but only 7 had replied. Two residents were concerned, as a similar Environment Agency system also exists. The lack of a co-ordinated approach was noted. Therefore, the Chairman has written to Project Groundwater to express concern, and a reply is awaited.
13. Play Area:
Cllr J Jarvis was not present to provide an update.
